ο ευρωβουλευτής του ΠΑ.ΣΟ.Κ. Σταύρος
Αρναουτάκης.
Στην
επιστολή του, ο Σταύρος Αρναουτάκης
επισημαίνει πως η ασφάλεια των δικτύων
και των πληροφοριών αποτελεί σήμερα
μια από τις μεγαλύτερες ανησυχίες των
ευρωπαίων πολιτών. Με την δημιουργία
του ENISA, η Ευρωπαϊκή Ένωση ανταποκρίθηκε
σε αυτή την ανάγκη για ασφάλεια των
πληροφοριών και ταυτόχρονα προώθησε
την αποκέντρωση και την περιφερειακή
ανάπτυξη επιλέγοντας την Κρήτη και
συγκεκριμένα το Ηράκλειο, ως τόπο
εγκατάστασης του οργανισμού.
Η
Ελλάδα, τονίζει ο Σταύρος Αρναουτάκης,
"έχει καταδείξει επανειλημμένα την
προθυμία και την υποχρέωσή της να
συμβάλει ενεργά προς την επιτυχία του
ENISA, με την παροχή ουσιαστικής υποστήριξης
σε διάφορα επίπεδα. Μια παρόμοια
προσέγγιση και μια ανάλογη υποστήριξη
αναμενόταν όμως και από την Ευρωπαϊκή
Επιτροπή, προτού να εξεταστεί οποιαδήποτε
εναλλακτική ριζική απόφαση". Ο ENISA
δήλωσε χαρακτηριστικά, "έχει αποδειχθεί
ότι είναι η σωστή απάντηση της Ευρώπης
στον τομέα της ασφάλειας δικτύων και
πληροφοριών. Κανένας όμως δεν μπορεί
να περιμένει πως ένας οργανισμός με
τόσο περιορισμένους πόρους και σε τόσο
μικρό διάστημα θα έχει την ικανότητα
να λειτουργήσει και να ανταποκριθεί
τόσο αποτελεσματικά σε όλα τα ζητήματα
που τον αφορούν". Για τον λόγο αυτό,
ζητά από την Ευρωπαϊκή Επιτροπή να
ενισχύσει την λειτουργία του Οργανισμού
αυξάνοντας τον προϋπολογισμό, το
προσωπικό και τις ειδικότητες, όπως
συνέβη στην περίπτωση του οργανισμού
ΕUMC στη Βιέννη που μετονομάστηκε σε
Οργανισμό Θεμελιωδών Δικαιωμάτων.
Ο
Σταύρος Αρναουτάκης ζητά επίσης από
την αρμόδια επίτροπο να τον ενημερώσει
για το εάν τα πρόσφατα δημοσιεύματα
στην εφημερίδα European Voice,
τα οποία αναφέρονται στη δημιουργία
ενός νέου ευρωπαϊκού οργανισμού για
την αντιμετώπιση της ηλεκτρονικής
τρομοκρατίας, απεικονίζουν προθέσεις
της Επιτροπής για τη διάλυση του ENISA με
στόχο τη δημιουργία ενός νέου οργανισμού.

I
am deeply concerned reading the article published in the European
Voice on the 18th
of October 2007, under the title “EU
telecoms agency to take on cyber terrorists”.
Surprisingly,
the journalist outlines with considerable level of detail, plans of
the European Commission to establish a new European Agency with the
potential to “supplant” ENISA.
As
member of the European Parliament, I can confirm that Network and
Information Security is nowadays one of the emerging concerns of
European citizens. Responding to this need, the European Union acted
towards enhancing Information Security, and establishing at the same
time an Information Security culture through the foundation of ENISA.
Moreover, the European Council, showing its active interest to
promote decentralisation and regional development, took a very
important decision regarding the location of the Agency. We are very
happy to see that ENISA has proven, as supported by plenty of
evidence, to be the right answer to Europe’s needs in the field of
Network and Information Security.
Greece,
honoured to host ENISA in Heraklion, has repeatedly demonstrated its
willingness and commitment to actively contribute towards the success
of ENISA, by providing the Agency with substantial support at various
levels. One would expect that a similar approach and comparable
support would be offered by the European Commission, before any
alternative radical decision is considered.
No
one can expect an Agency with such limited resources to have the
capacity to address effectively, in a short period of time, all the
issues pertaining to the Information Security agenda, and to have
already decisively contributed to the operation of the Internal
Market. It appears that there is a clear need for more active
involvement of ENISA in the Information Security arena in a more
profound and determined way. Hence one would expect that the existing
Agency is further enhanced in terms of resources and tasks, and is
empowered to take advantage of the already available know-how, the
existing investment in infrastructure, as well as the networks and
synergies already established.
Therefore,
I would like to ask Commissioner Mme Reding

Does
the aforementioned article reflect the real intensions of the
European Commission about “dissolving” ENISA, with view to
establishing a new Agency? -
Why
the new tasks, competences, budget and staff are not given to the
existing Agency, ENISA, as it was the case with the Agency EUMC in
Vienna reformed into the Fundamental Rights Agency? -
Why
the European Commission does not support the Agency to flourish by
increasing its budget, staff and competences in the way that this
need has been recognised by the stakeholders?
